ANGLE OAB= ANGLE OBA.....1
similarly
IN Δ O'AB
angle O'AC= angle O'CA.........2
ANGLE OAB=ANGLE O'AC (vertically opposite angles)...3
from 1 ,2 and 3
angle OBA=angle O'CA....4
OO' is transverse between tangents through B and C
angle OBA = angle O'CA.......from 4
therefore tangents through B and C are parallel ( inverse of alternate interior angle property)
