The State legislative assembly can make laws from the state list. There are 61 subjects in the state list. Of them, the most important are: police, local governments, public health, state public services etc.

Also the state government has the power to make legislation on the subjects listed in concurrent list. At present there are 52 subjects in concurrent list. The most important subjects included in the list are criminal law, education, labour welfare, etc.

These things come under the legislative relations between State and Union. Union is empowered to make laws over the state and union list. Meanwhile, the state legislature empowered to make laws over State list and union list.

Hence, the answer is none of the above.
