As Chennai is near to sea it changes its air with the air of sea so convection occurs and heat transfer takes place between city air and sea air so the temperature of Chennai remains moderate. But for Delhi there is no sea so its temperature remains maintained.

Chennai has winter rain because of parallel wind flows. it is also a area beside the sea sides. but delhi us in the middle of the country lying on top is the tropic of Cancer. it doesn't recieve coastal or sea breeze as a result the place is dry and so there is a temp. difference.
