New mean is 46.if each observation is added, subtracted, multiplied and divided tha same number then new mean also follow same process. So 23x2=46

mean of 15 observations is 23
so total observations
=15×23=345
if each observation multiplied by 2
sum become double
I.e.
345×2=690
new mean
690÷15=46
