A dielectric (or dielectric material) is an electrical insulator that can be polarized by an applied electric field.

Any insulator or insulating material that is used in providing path for electric field is called dielectric!
In fact it's polarised by applying electric field and due to this displacement current also comes into play

Sunandit: thanks
