Paradoxical manpower is a phenomena where on one hand we have excess manpower and on the other hand there are openings.


 When these openings cannot be fulfilled by the existing unemployed due to reasons such as over educated or not suitable for the openings available it leads to situation of wastage of manpower.


This in turn leads to economic imbalance as these unemployed become a liability to the country and bare an impact on the overall growth of the country’s economy.

a. This statement implies, there are large number of people who are unemployed and are available for jobs, but do not find job because of domestic reasons, physical factors, or because of being in rural areas.

b. On the other hand, certain kind of jobs which require highly skilled people face shortage as there is not enough manpower available for that kind of job, as they may not have requisite knowledge and skills.

c. Paradox, may also be explained in terms of how many technical graduates are unemployed but at the same time in industrial and service sector there are not enough people with technical skills required for growth and development.
