it can be called a 4th list through which govt. distributes its power and it is retained by the govt. authority after certain powers have been delegated to other authorities.

Here is it:

There are some subjects which are deliberately left out and some other come due to course of time, These are called residuary subjects. This happen when a nation is a federal one. These powers can also be described as remaining powers in the parliament. These powers are exercised only by the state government.
