This means when you add acid to water its ions (H+)becomes free and as it combines with H2O it becomes a molecule with H+ and as base is mixed with water (OH-) ions do exactly same.

first acid;
when acid is added to water the solution becomes dilute
the reason for dilution is water being a polar covalent substance has the tendancy to break the bond of h+ ion from the acid compound and hence the acid compound breaks the h+ ion dissolves in water so the acidity or the influence of h+ ion reduces
for base;
same as above only the h+ ion will be replaced by h3O+ ion and the reductiin will be of basicity
