This paragraph means that carbon can not gain or loose electron ...if it looses then for that it would require high amount of energy to loose 4 electrons ..n forming C4+.....it could not gain electron as to do so it would be difficult for the nucleus of carbon to hold 4 extra ..total 10 electrons . electron i.e forming C4- anion
so ,it order to do so ...it shares it's electrons with other atoms ...I.e.by making covalent bonds between two different elements.
