KOCHI: State government on Wednesday told the Kerala high court all precautionary measures were taken to meet the floods in accordance with National Disaster Management Plan.

A counter affidavit filed by Disaster Management Department to the court said, “The state government has taken all measures in the matter of preparedness and response to meet the flood disaster in accordance with National Disaster Management Plan and Kerala Disaster Management Plan. All Preparedness measures were supported with the allocation of responsibilities, budgetary provisions and the guidelines, covering both structural and non-structural measures for risk reduction in the State.”

When the flood situation started assuming the dimensions of an L3 disaster (a catastrophe that overwhelms the state government), precautionary measures of disaster risk-reduction as laid down in Standard Operating Protocol of the Kerala State Emergency Operations of the Kerala State Disaster Management Authority (KSDMA) were taken. Water levels in dams and the timing of the release of water from dams were monitored and necessary warnings were issued at appropriate times, the affidavit filed through senior government pleader P Narayanan said.
