I am assuming here that you have a third container that can hold as much water as is needed for the following sequence of operations, plus a large enough source of water.

You fill the four litre mug three times, each time tipping the contents into the third container. Then you fill the five litre mug from the third container, which will now contain 7 litres. 4+4+4–5 = 7.

Alternatively, you could fill the third container from the 5 litre mug 3 times, then fill the 4 litre mug from the third container twice. You will be left with 7 litres in the third container. 5+5+5–4–4 = 7.

You could fill the 5 litre mug then fill the 4 litre mug from it, leaving 1 litre, which you tip into a third container. Repeat 6 times and the third container will have 7 litres.

You could accurately measure the 4 litre mug and mark off 2 litres. Fill the 5 litre mug then the 4 litre mug to the 2 litre mark. Alternatively, measure and mark off 3 litres in the 5 litre mug. You waste much less water.
