The civilized part of Hanoi was struck by bubonic plague. In order to control the spread of plague only one measure was taken --

1902 Rat Hunt.The French officials announced that if any Vietnamese caught the rats they would be paid.

But this created some problems for the French. The Vietnamese entered dirty sewers ,got hold of rats and demanded wages for their job. For them,the Rat Hunt was a source of earning and for the French it was the source of chaos.
