=It was approved by the Union Cabinet in October 2015 with a total budget of 2142 crore rupees in which India would bear 1071 crore rupees and the rest 50 percent cost will be borne by the World Bank
=The first and foremost step that any government should take is supply of drinking water to the drought area. How to supply drinking water to the affected area is to be decided by the local government. The supply could be thro water tankers or by railway. Then comes food supplies for the human population and fodder for the animals. If the population of the drought area is very large then the above are the only means for survival. But if the population is not large, then it will be better to temporarily shift the human population and the animals to places where there is sufficient water and food/fodder supply. During mansoon season the displaced humans/animals to sent back to their original place.
It is better to be prepared for droughts. For this, the government should plan accordingly. Drought prove ares should be identified. Dams should be built near the catchment areas and channels for water supply should be made. Roads should be built for easy transportation to and from the area.

As we use CFC's a lot more nowadays so the ozone layer is getting destroyed due to this we get heavy UV rays from the sun which is very dangerous. These UV rays will cause global warming through which the glaciers in the mountains will be formed and the all liquid come down and creates flood and then again due to heavy UV rays the water dries up causing drought in areas....
So stop using things which contain CFC'S chemical..
This measure can be taken to prevent drought.
