The Intergovernmental Panel on Climate Change (IPCC) in its Fifth Assessment Report
states that with high confidence that climate change affects coastal systems through three key
drivers which are sea level, ocean temperature and ocean acidification. It also invariably states
that the coastal systems and low-lying areas will increasingly experience adverse impacts such
as submergence, coastal flooding, and coastal erosion due to relative sea level rise. India is a
peninsular Country surrounded by oceans along its three sides and therefore places high
importance to climate change impacts on coastal environment. In view of the fact that local
vulnerabilities due to climate change can be addressed more adequately at local level itself, the
State of Tamil Nadu has prepared its State Action Plan on Climate Change (TNSAPCC)
keeping in mind the overall Vision Tamil Nadu 2023.
