1.it is a permanent house.so it can'y be dissolved.
2.it can declare any subject in the state list as the subject of national interest and empower the parliament to legislate it.
3.can set up a new all-india service.

Special powers of Rajya Sabha:

i. Legislative powers- In Rajya Sabha any bill can be introduced by its member but it cannot come in action until it is passed by Rajya Sabha. If ordinary bill is remained unresolved for few months, President can call a meeting between two houses of parliament to resolve such bills. If bill is passed it is given to president for its signature.

ii. Financial power- Any financial bills come in Lok Sabha only after its consideration in Rajya Sabha. After consideration in Rajya Sabha this bill is passed by Lok Sabha.  

iii. Judicial Powers- Rajya Sabha has rights to ask question to President if he/she violets any rule of constitution. Rajya Sabha has rights to remove some officers like Auditor General.
