Following are five clauses of the Cabinet Mission Plan:

Federal Union - A federal union of the British provinces and the Princely States should be established. The Union Government would have jurisdiction overForeign Affairs, Defence, Communication, etc. It would also have the power to raise the finances required for these subjects.

Powers of the Union - The Union would have an executive and a legislature consisting of members from all Provinces.

Provincial Autonomy - The Provinces would have full autonomy for all subjects except the Union Subjects.

Representation of Minorities - Separate representation would be allotted to the Muslims and the Sikhs.

Formation of Interim Government - An Interim Government should be formed at the Centre with 14 members. The Viceroy should reconstitute his Executive Council

  1. A Federal Union: There was to be a Federal Union including both British India and Princely state. The Central Government was to have only three subjects namely defence, foreign affairs and communication.
  2. The Provisions would be divided into three groups: Each Group would be like a Regional Union. Group A would include Madras, Bombay, U.P. , Bihar, Orissa, and Central Provinces. Group B comprised Punjab NWFP and Sindh. Group C include Assam and Bengal.
  3. A Constituent Making Body: A constituent assembly would frame the Union Constitution. It was to consist of 385 members the Provinces were to elect 292 members whereas Princely states were allocated 93 seats

An Interim Government: The Cabinet Mission recommended the formation of the Interim Government at the Centre. For the time being the Viceroy would reconstitute his Executive Council consisting of representatives of all communities.
