1.laws apply in the same manner to all, regardless of a persons status.
2.It means no person is above law.
3.There cannot be any distinction between  a political leader, government       official and an ordinary citizen. 
 
moreover government shall not discriminate against any citizen on the grounds only of  religion, race, caste,sex or place of birth.
