three reform proposals to check doctors absentism in government hospitals of rural ares are

1)there should be attendance book kept in every hospitals in which every doctor should mark their presence and the district or taluk head should see the attendance register  every week

2)severe action should be taken on those who will become absent for unnecessary reasons and they should be punished

3)government should give certain privileges to those who will be regularly  present  in the hospitals like increase the income and for those who r irregular they should reduce the income 

4)government should appoint a person who is honest in every government hospitals to check the presence of the doctors on the daily basis and also should record the time at which he or she will arrive or depart 

5)there should be a record book kept in hospitals in which doctors should write the cases dealt with the patient i.e number of patients they have met in the hospitals and the medicines that they give them on a daily basis and it should checked by an official

1) There must be some policies made for people in rural areas. 
2) There must be given some facilities like schooling for the uneducated and children, housing benefits etc. 
3) There can be free check up introduced for the people who are below poverty line, in this way they can stay happy and feel happy.
