Two characteristics of Mauryan Empire are:
1. Strong Administrative control
Mauryan empire consists of 5 important political centers: Patliputra (the capital) and other 4 provincial centers namely: Taxila, Ujjayini, Tosali and Suvarnagiri. Due to large extent of the empire, uniform administration was though difficult. So, the capital and provincial centers have the strongest administrative control from the rest of the empire.
Strong and fast communication was developed along the land and water route for effective control over empire. Army served the dual purpose of managing administration and extending the territories. Army consisted of several committees and sub-committees for its management of its different sections such as navy, cavalry, infantry etc. and various functions such as recruitment, transportation, food supplies etc.
2. Doctrine of Dhamma
This doctrine was used to maintain peace, law and order in the empire. The doctrine was formed to ingrain ideas of peace, non-violence and respect for elders among the masses. Dhamma mahamattas were entrusted to spread the principles of dhamma. Principle of dhamma also find mention in Ashokan Inscriptions.
