my making meeting , descussions, debates of the two houses , lower house and upper house and the president and by this parliament can make laws on the state subject....

1.When a resolution is passed by the rajya sabha by two-third majority making it lawful Parliament to legislate on a subject mentioned in the state list in national interest.(article-249)

2.When a proclamation of emergency is in operation the Parliament has power to make laws for the whole or any part of India on any of the matters stated in the state list.(article-250)
