The parliament can legislate even on subjects included in the State List under these circumstances:
1) During Proclamation of an Emergency.
2)When Rajya Sabha passes a resolution by a two-third majority that a subject in the State list has assumed National Importance.

EnthusiasticNerd: See what the second point says is that in case if a matter or issue which is stated in the state list assumes national importance then the Rajya Sabha can pass a resolution and it can legislate laws on that matter/subject which was earlier included in the state list.
