The two steps that was taken by Gopal Krishna Gokhale while he was a member of the Legislative Council are as follows :-

(i) He impressed upon the Government the reduction of toll tax .

(ii) He made efforts and also persuaded the Government to reduce the land revenue .

(iii) He demanded better jobs for the educated middle class people .

(iv) He demanded racial changes in the fiscal policies.

(v) He pleaded in the Council for reduction of Salt Duty and excise duty on cotton goods
