If I was the person responsible for conducting the clean India campaign then I would start with myself.

     After eating anything, I would find the dustbin and put waste in there. I would conduct public campaigns making people aware of basic sanitary practices and encourage them follow them.

     I would make strict laws and enforce them so that everyone follows the rule. I would stop people from spitting on the roads and also from throwing garbage on the roads.
