The causes responsible for the declining trend of food grain production are:
1. Inadequate facilities - Agriculture has suffered due to inadequate provision of irrigation, finance, seeds and marketing.
2. Overcrowding in Agriculture - Too many people depend on agriculture. This is due to the rise in population and decline of handicrafts.
3. Lack of progressive outlook - Farmers in the rural areas are satisfied with their primitive methods of cultivation and have a non-experimental outlook. They are not motivated by economic considerations.
4. Insecurity of land tenure - Often the cultivators do not own the land, there is no security of tenancy and they may be turned out of their land at any time. So they have no interest in increasing the productivity.
5. Size of holdings - Agricultural holdings are small and fragmented. So it is not possible to take up scientific cultivation with improved implements and seeds.
6. Dependence on monsoons - Indian agriculture is highly dependent on the monsoons. Most of the farmers depend on rainfall and do not have facilities for artificial irrigation.
7. Insufficient investment - The governmental investment in agriculture is less compared to the industrial sector.
8. Poor techniques of production - Many farmers continue to use the old inefficient methods of cultivation.
