These are essentially two different questions, because algae and fungi are completely unrelated.
Let's start with harmful effects of algae: Most algae are harmless. However, a few species of algae can form algal blooms and produce toxins that can sicken or kill humans and/or other animals. In addition, it raises the costs for cleaning drinking water and hurts industries that depend on water.
Fungi are a separate matter. The primary problem of fungi is food spoilage (mild). However, a small percentage of species can be pathogenic in humans or animals, causing things like infections (yeast infections, athlete's foot, some ear infections). Mold can also trigger an allergic reaction in some people. Some species can also produce harmful toxins, such as certain species of poisonous mushrooms. Most species of fungi are harmless though. Even most of those that cause infections are are what they call opportunistic: they are normally on the skin or in the body, and only cause infections when in great number or when the immune system is already stressed.
