  • Congress, in the early years, raised several economic issues. It declared that an  increase in the land revenue had impoverished peasants and zamindars. Hence,  reduction of revenue was essential. The British rule led to poverty and famines. They  demanded reduction of revenue, cut in military expenditure, and more funds for irrigation.  The Congress also passed many resolutions on the salt tax, treatment of Indian  laborer's abroad, and the sufferings of forest dwellers.
