Gandhiji decided to break the salt law,becoz it is such an important part of the food which is equally used by the rich and the poor.so he marched against the salt law.The British government has been trying to fix a high tax for the salt. so gandiji abruptly got angry and so this was one of the main reason for the rise of civil disobedience movement. there r many more reasons.
