The reagent used in dehydrohalogenation of ethyl bromide is ethanolic KOH.  This reaction goes via E2 mechanism. It is elimination reaction. In this reaction the product is ethylene and the by product is KBr. Using this reagent we always get unsaturated alkene or olifins. Here always anti elimination is prefered. Hence this elimination occurs from anti periplanar geometry.
