• It also recommends building an Inter-University Board to coordinate the activities of various Indian universities.
• Education should be a subject of study at the Intermediate and BA Examinations.
• Department of Education should be created at the universities of Calcutta and Dacca.
• The Government should start “Purdah” schools for those girls whose parents have a desire to educate their daughters up to the age of 15 or 16.
• In every university there should be a Director of Physical Training to look after the physical health of students.
• In Calcutta University there should be a Special Board for Women Education.

• Also, every university should include Applied Science and Technology in its course.
