Holding together federalism - it is one where large country decided to divide its power between the constituent states and the national government like India , Belgium . in this type of feudalism , all the levels of government tends to have equal power .
Comming together federalism - it involve independent states coming together on their own to form a bigger unit so that by pooling, sovereignty, they can increase there security . in this type of feudalism all the constituent have equal power .
I have done a mistake , in holding together federalism , central government tends to have more power
