Mahatma Gandhi declared that the non cooperation movement should unfold in stages. ::-

1.) First, it should begin with the surrender of titles that the government had awarded.

2.) boycott of civil services, army, police, legislative councils, schools, etc. And there should be boycott of foreign goods.

3.) In case the government use repression, a full Civil Disobedience Campaign will be launched.
