The provisions of the Constitution, which establish supremacy of Lok Sabha with regard to the Money Bill are mentioned below :-

According to Article no. 109 (1) of Constitution of India a money bill shall not be introduced in the Rajya Sabha.  

As per Article n. 109 (2) After a Money Bill has been passed by the Lok Sabha it shall be transmitted to the Rajya Sabha for its recommendations. and the Rajya Sabha shall within a period of fourteen days from the date of its receipt of the Bill return the Bill to the Lok Sabha with its recommendations and the Lok Sabha may thereupon either accept or reject all or any of the recommendations of the Rajya Sabha.

The Lok Sabha is directly elected representatives of the people and enjoys real power on behalf of the people. In money matters Lok Sabha is supreme as Rajya Sabha can only delay a money bill for 14 days or give suggestions.If there is a joint session of the two Houses then the will of the Lok Sabha prevails due to its numerical supremacy.The Lok Sabha controls the Council of Ministers through No-Confidence Motion.The Rajya Sabha has no say in this matter.
