One way because the hair stands up when it's cold. This produces a layer of air (which is a good isolator) that is moving much slower than it would otherwise and thus not mixing with the cold air. 

One thing is also in the veins. If it's cold they shrink in order to have less surface through which they can transfer the heat. 

Plus, when it's very cold, body turns off some of the non-basic functions in order to be able to use the energy for heating.

Body regulates our temperatures in correlation with our nerves, brain, and most of them all our blood flow.As the skin is the largest organism on the human body it is a main factor as well.The lower the temperature the higher the output beats of your heart thus producing more blood to regulate your body temperature to adapt to whatever condition may apply.
