Plants with fibrous root system i.e. monocots show parallel venation in their leaves. However this rule is not universal to all plants, eg. Ferns always have fibrous root system but their leaves show special type of dichotomous or reticulate venation rather than parallel venation.

Roots are mainly of two types: tap root and fibrous roots. Plants having leaves with reticulate venation have tap roots while plants having leaves with parallel venation have fibrous roots. The stem conducts water from roots to the leaves (and other parts) and food from leaves to other parts of the plant.
