AS for the French Lord, Monsieur Le Bon, Portia thinks he has too many personalities for to make light of each of them. AS for the Scot, Portia says that he was hit by the Englishman and then the Scot promised to pay him back with the support of the Frenchman. Here Shakespeare is obviously making light of the tendency for France to offer help to the Scottish to fight the English. Shakespeare is having some fun mocking both France and Scotland under the guise of Portia's suitors.
