As a law mere silence is not fraud for the reason that there is no duty cast by law on a party to a contract to make a revelation to the other party, of substantial facts within his information.

A lie is a lie whether its big or small and fraud is basically deceiving the other person. If every business owner told the truth about their products they would end up selling nothing to their customers. In businesses, it's necessary to lie in order to sell the product to the consumers, but in such circumstances, the buyer is allowed to ask as many questions as they want and if they are not satisfied they can even return the product.
