"mere silence does not amount to fraud". Discuss
Mere silence, when one does not have the duty to speak, does not amount to fraud. A party is under no obligation to disclose all material facts unless there exists duty to speak or when silence amounts to fraud, or when half-truths are uttered or when there is change of circumstances.
