Territorial Coverage (TR) seeks to provide coverage on the grounds of regions independent of the territory's population.
For example, a party can win plurality seats even with a lower percentage of votes in the TR structure if it gains certain parliamentary constituencies with a lower population and thus does not attain the goal of proper representation.
Demerits:
