Territorial Coverage (TR) seeks to provide coverage on the grounds of regions independent of the territory's population.

For example, a party can win plurality seats even with a lower percentage of votes in the TR structure if it gains certain parliamentary constituencies with a lower population and thus does not attain the goal of proper representation.

Demerits:

Any fault or failure is a demerit. When you try to decide which nominee to choose, find each one's merits and demerits.

The other form of demerit is a penalty — a diminishing mark against somebody, especially a student or military member.
