Metal rod held in hand and rubbed with wool will not show any sign of being charged because wool does not allow the electricity to pass through it which means that wool is a bad conductor of electricity

Metal rod being a conductor has a property to distribute it's charge,hence the charge gets distributed within the metallic rod and finally reaches earth via our body which is again a good conductor,so as the charge got distributed no charge got accumulated, thus we can say that no charge got developed on rod.
In contrast , if some charge is put on an insulator its stays static i.e charge gets accumulated easily....
