Metallic chains are hung to be dragged on ground from body of trucks carrying imflammable materials why?

trucks carrying flammable material have metallic chains connected to their bodies and dragging against the ground. These chains are used to provide a conducting path to charges developed on the body of the truck due to friction of air. This avoids a spark and hence a possible explosion which might have taken place in the absence of chains.
