On the moon surface , there is no atmosphere, therefore pressure outside the wall of cylinder is zero. The internal pressure due to the gas tries to expand the cylinder (i.e.tries to brust.) but it not strong enough to do so. Also,the night of the moon is very cold so pressure of the gas falls due to no contraction in volume with fall in temperature. The oxygen gas may change into liquid state.
