An iron rod may not appear lustrous because it loses it luster when exposed to air and moisture.

Most of metals are lustrous, not all. Pure iron is also shiny and lustrous, but its reaction with moisture may develop corrosive layer which can makes it look dull in appearance. Or the iron rod used in construction is not pure iron it may contain other metals too which changes its appearance.
