metals on reacting with oxygen forms basic oxides but cannot form neutral oxides . but , a non metal on reaction with oxygen can form neutral oxides or acidic oxides to test whether it is a acid or base it can't be just tested with litmus paper as it is dry we should dissolve it in water and then test with litmus paper
