The earliest period in which we have direct written account is the Bronze Age.

The writing was invented at the start of bronze age. China, Egypt, Mediterranean, Mycenaean cultures have first and viable systems of writing.  

They had law codes, centralised government, they also laid the foundation of astronomy and mathematics.

But the writing began from basic symbols in early stages.
