Surface tension of a liquid is the ability of the liquid to keep it's minimum volume by decreasing it's surface area.
The meniscus formed in a water drop is because of its surface tension.
Surface tension is also responsible to give the bubbles a sphere size.
Increasing surface tension :
We know in natural chemistry adding a chemical, compound or element to a substance changes it's properties and that's also obvious. Thus we can increase or decrease the surface tension of a liquid by adding another substance in it accordingly to increase or decrease.
Now we know that the surface tension in a liquid is due to the cohesive force between it's particles. Now if somehow Cohesive force between particles can be increased then the surface tension will also increase. Now the cohesive force between particles can be decreased by cooling the liquid. Since cooling the liquid will decrease the intermolecular distance between its particles , and as intermolecular distance decreases the intermolecular force that is Cohesive force increases. Thus by cooling liquid we can increase its surface tension.

Decreasing the surface tension :
Now if Cohesive force between the particles can be decreased then the surface tension will decrease. for decreasing the Cohesive force the intermolecular force should be decreased. Intermolecular force can be decreased by increasing intermolecular distance between particles. Intermolecular distance between particles can be increased by increasing the kinetic energy of particles. Kinetic energy of particles can be increased by heating the liquid.
Thus increase in temperature can decrease the surface tension of liquid .
