Almost every country in the world possesses a bureaucratic infrastructure which enables the functions of the government to be executed. In some countries it is more sophisticated than in others. In European countries by the end of nineteenth century it had emerged as a very complex organisation, causing Max Weber to observe that it was a product of legal-rational thinking as contrasted with his typology of traditional and charismatic leadership. In fact, according to Weber, ‘the further back we trace our steps the more typical is the absence of bureaucracy and officialdom in the structure of domination’.
