Mexico got its independence in 1930. Since then it has held election every six years to elect its president. But until 2000 every election was won by PRI or institutional revolutionary party . Opposition partied did contest the election but never managed to win. The PRI was known to use many dirty tricks to win the election. All those who were employed in government offices had to attend its party meetings . teachers of government schools had to force parents to vote for PRI. Media largely ignored the activities of other political parties except to criticize them . sometimes the polling booths were shifted in the last moment which made it difficult for people to cast their vote .
In Mexico , people had regular and multiparty elections . they seemed to have choices but in practice they did not have any choice . there was no way the ruling party could be defeated . this is against the 2nd feature of democracy that A DEMOCRACY BASED ON FREE AND FAIR ELECTION WHERE THE RULING PARTY HAD A FAIR CHANCE OF LOSING.
