Of course not migration should not be banned. This is not North Korea or Soviet Russia. Instead a greater effort should be made to revitalize agriculture and the moving of clean, efficient factories or big stores towards the villages near large cities. Many abandoned villages could be transformed into government controlled summer camps. When my daughter was 3 0r 5 years old, we received a number of coupons with the family allowances every month and each coupon represented a day in summer camp. By the summer, we had lots of coupons. Now you can see why we say that the French system is much better than the US one. My daughter had the choice of staying at a beach or in the mountains for the summer, of course completely free, including the food and bed. It was universal. It allowed poor parents to send their children to camp free of charge and it gave the parents a well deserved rest.
