the french revolution wasn't a quick thing. although we talk of quatorze juillet and the storming into the bastille prison, it wasn't a one night thing. instead it was drawn out into several years.
1. the troops were not always loyal to the king. why would they try to stop a rebellion that they supported?
2. the king didn't always give clear orders. it was confusing and he vacillated.
3. furthermore, even if they king gave clear orders, and the troops obeyed, what could they do at the most? execute everyone? the people out numbered them, and the jacobin club was supported by most of the people belonging to the third estate.
4. also there were rarely any set battles or rebellions..it was more of a steady movement legal and signed by the king. no reason for the military to stop them.
