there wasn't only military restrictions there were many more, Germany was dissatisfied as
- treaty had harsh statement
- it did not allow Germany to join League of Nations
- it gave the blame of world war I to Germany
- it did not allow it to have a big army
- it restricted Germany to have more than 6 naval ships
- germany had to pay 6,600 million to recover the damage of the war
- also Germany's territory was distributed among all other nations , as a part of treaty
- Germany had become poor
- so I don't agree that military restrictions was the only reason for dissatisfaction...
